Bill Butler, CIC, CISR, CWCA President, Insurance Agent
Bill Butler is an insurance agent with Butler & Associates Insurance Agency, licensed in Property, Casualty, Accident & Health and Life Insurance. He started his insurance career in 2004 after 13 years of service with the U.S. Army and Minnesota Army National Guard.
Bill lives in Burnsville with his wife and their cat, Pops.
Now that Bill has had some time in the insurance industry, he is working to give back to the local community. He is an active member of the Apple Valley Chamber of Commerce, and the Rotary Club of Apple Valley where he sits on the Apple Valley Rotary Scholarship Foundation.
Since entering the insurance industry, Bill has focused on education and has attained both his Certified Insurance Service Representative designation (CISR), Certified Insurance Counselor designation (CIC) and Certified Workers Compensation Advisor. He continues to expand his insurance knowledge and is committed to educating and guiding his clients, as well. Because of his dedication to his clients, his professionalism and his work as the Chairperson for the Minnesota Independent Insurance Agents & Brokers Young Agents Committee, Bill was named the 2012 MIIAB Young Agent of the Year.
In November 2017 he was named President of Butler & Associates Insurance Agency.

Spencer Ellingson, CISR, Insurance Agent
Spencer is an Apple Valley native and Rosemount Senior High School graduate. He was very active in youth sports and captain of the Rosemount Hockey Team as a defenseman.
After graduation from Winona State University Spencer started his insurance career in 2019 after a short stint in the Sports Media Industry as a videographer, broadcaster and radio show host.
Since entering the insurance industry Spencer has focused his time on learning and how to help his clients protect everything they have worked so hard for. He has received his Certified Insurance Service Representative designation (CISR) and is currently in the process of completing his Certified Insurance Counselor designation (CIC). He views every day as an opportunity to learn as he continues to serve clients and his community. Spencer is currently on the board of the emerging leaders of Minnesota Independent Insurance Agent & Broker Association.
Spencer lives in Rosemount with his wife, Kaitlen and loves to spend time on Prior Lake, in Zumbrota with Kaitlen’s family or out on the golf course. He also is the head coach of the Lakeville High School’s Jr Gold U16 hockey program.
One of Spencer’s greatest sports memories is being able to work for The Dan Patrick and The Rich Eisen shows along with The NFL Gameday show as a technical assistant during Superbowl LII in Minneapolis.
Bruce Wagner, Insurance Agent
Bruce Wagner has a lifelong passion for helping people.
A long-time resident of the Oakdale area Bruce joined his father, Clair Wagner at the agency that he founded back in the early 70’s. In Bruce’s 40+ year carrier in the insurance industry he has always loved working with and helping people. There have been many changes to the insurance industry over his career but the thing that has always stayed the same has been the many loyal and decades long relationships Bruce has built with his clients and carrier partners.
Bruce still works out the same office that he worked in with his dad, Clair and brother Tim Wagner since Clair Wagner moved his agency to Oakdale from St. Paul in June of 1982. This is testament to Bruce’s longevity and stability in the insurance industry.
In the fall of 2020 Bruce knew it was time to write the next chapter of his insurance career and he knew that partnering with another family-owned independent insurance agency was very important to him. He joined the Butler & Associates team in February 2021 and he is looking forward to the opportunity to continue to help his clients out of the same office that he did with his dad and brother for so many years.
As Bruce was quoted as saying many years ago, “We cater to our clients needs, if you are too big a company you get away from personalized attention.” It’s as true today as when he said over 20 years ago.
When Bruce isn’t working, he likes to spend time with his son, snowmobiling and fishing with friends or watching his favorite football team the Vikings (hopefully not choke away another Super Bowl). Still a resident of Oakdale he plans on continuing the Wagner Insurance tradition just like he and his family always have, by putting client needs first.
Tyler Jeffries, Account Manager
Tyler Jeffries Butler & Associates in an Account Manager role since June of 2021. He is licences in Property, Casualty, Life, and Health and is using his time as an Account Manager to learn more about the insurance industry, using his passion for people to help service our clients on an every day basis. He is set to complete his Certified Insurance Service Representitive designation (CISR) in November.
A native of Albertville Minnesota, Tyler is a 2014 graduate of St. Michael-Albertville High School. He was an active member of the Student Council, serving as vice president. Tyler also was a senior captain of the cross country team. In 2019, Tyler graduated from Minnesota State College Southeast with an AAS degree in Sales Management.
Tyler currently resides in Waconia, Minnesota where he lives with his girlfriend, Sarah, their dog, Olive, and cat, Peach. In his free time, Tyler loves to spend time outdoors hunting and fishing with his dad and brother, taking Olive to the dog park, and watching the Vikings on Sunday afternoons
Cheryl Austion, CISR, Account Manager
Cheryl Austion has been an Account Manager with Butler & Associates Insurance Agency since December 2019, licensed in Property & Casualty insurance. She received her insurance license in 2000, her passion and focus in her insurance career has been on fulfilling the customer’s needs and providing excellent customer service.
Cheryl is a native of the Twin Cities area and currently lives in Lakeville with her husband John. They enjoy time with family (especially grandchildren) and friends. They are active in their church and among other things they give back by volunteering in the food distribution every week.
Cheryl values education and has a BA degree in management and a BS degree in business from Montreat College in North Carolina. She earned her Certified Insurance Service Representative designation (CISR) last year 2020 and plans on continuing and maintaining her education in the insurance field.
Shannon Butler, Director of Marketing
Shannon Butler comes to Butler & Associates with a diverse businness background – Business Owner, Retail Management, Product Development and Trend for a popular giftware company and Teaching Artist. She graduated from the University of St. Thomas in Business, French and Spanish languages. Shannon has been a dance instructor since 1997, and has taught dancers from age 4 to 104, across the United States and Europe.
Shannon is delighted to have joined the Butler & Associates team in 2021
When not at Butler & Associates Insurance Agency, Shannon can be found working with one of the several non-profit organizations she is involved with, either as a board member, or working with elementary and middle school students, elders, or people with special needs and disabilities.
Shannon’s favorite activities are social dancing, listening to swing and early jazz music, gardening, and traveling.
